Collection Tracking System (CTS) automatically calculates current and past fees, fines and restitutions by date sensitive state statues, processes various types of receipts, updates account balances and provides various management reports specifically for civil, criminal and traffic court applications. CTS initiates this functionality by providing automated data entry processing of all new records and newly imposed fee and fine adjudications on a daily basis. If an existing data base is not available, a manual data entry process is available. CTS enhances productivity by creating better communications between judges, departments, administrators, supervisors and staff. This is largely accomplished through generic data entry, statue maintenance and table/code maintenace in a Central Information File (CIF). CIF captures static data about an individual account history, standardizes the data to ensure its validity and makes the data available locally and remotely (via proper security) to all departments. The CIF eliminates redundancy and provides statistical information that is necessary for management evaluations in a variety of formats. CIF provides user definable and changeable input screens, calculations, tables and help lines to the routine tasks of taking payments, posting payments and posting adjustments as well as making updates and inquiries. Moreover, CIF provides a data link to any state data base in order to electronically inform any on-line cashier of state warrants, fees, fines and restitutions outstanding on an individual paying a locally adjudicated amount. Inquiries by different criteria, provide a review of either current or prior statements and balances. CTS forces a management defined “day end” or “shift end” accounting of each cash drawer’s collections or disbursements. This report may then be automatically printed for remitting and/or supervisor verification. In addition, there are many other internal audit controls. CTS updates General Ledger totals in batch or on-line mode as well as the account status for any system. With the purchase of the optional Stand-Alone PC model of the HE CACHE-MATEäComponent System (described in more detail in the options section of this SPD), HE’s clients provide back up or redundancy in their collection environment by being able to continue collection processes when the server or data warehouse unit is off line for maintenance. CTS will automatically poll the stand-alone workstations when operations resume under normal conditions. In this environment, any new state statue, regulation or logarithms are automatically downloaded to each cashier’s workstation. As the public presents their payment needs to the cashier, their records are automatically checked out of CIF to the stand alone environment, where all calculations and receipting is performed and ledger changes are maintained until the client defined update interval. Regular updates to CIF are performed automatically. Additionally, a graphical user interface (GUI) is provided at no charge with all CTS Stand Alone CACHE-MATE Component Systems option. The CTS input and tabulation screens are an integral part of the CACHE-MATE Component System option and can be part of any user’s “dumb” terminal display menu (vs a PC stand alone display menu) when permitted by the system manager via CTS’s client maintained security module. In either environment, HE’s networking experience can provide for a transparent interface for the updating of mainframe, mini, LAN or WAN data bases. The integrated CTS and CACHE-MATE Systems thereby provide on-line updating of accounts for up to the minute statuses. With its many ergonomically designed features such as user definable and changeable tables, forms, reports, codes and menus, CTS adds a host of dynamically changing functionality to the daily activities of receipting court fees, fines and restitutions. |
